Our strategy was to devise a robust plan and a blend of strategic and tactical solutions, leveraging significant resources and subject matter experts to ensure a successful outcome.
Our first move was to evaluate the existing solutions and practices, identifying areas for improvement and requesting necessary training. We followed up by mobilising programme teams, who were instrumental in devising and implementing a CFP for incident management providers and in executing remediation.
To address strategic clients and assets, we implemented a dedicated approach, embarking VIPs from those entities in close-by user meetings. The results were impressive. The programme was on time and within budget, with no operational or reputational impact on client services. IT systems were upgraded and enhanced, historical governance issues were addressed, and core risk management systems were updated with early warning systems to monitor critical processes.
Recruitments were also underway, with three people joining the team within one trimester. The Group-wide community of practice was progressing, with a monthly online get-together and in-person team-building gatherings. Embarking strategic clients received a warm welcome from the board and the VIPs, and the customer relationship was consolidated.

Once upon a time, a major European Union institution had a long-term strategic goal of addressing emerging and future cybersecurity challenges. However, they faced a significant challenge: they had little to no community of practice for relevant input, limited team involvement, and a tight delivery deadline. They aimed to develop a sound and robust foresight study to inform their strategy for the coming decade, focusing on cybersecurity skills and digital literacy.
That’s where RS Strategy came in. Our team led a strategic foresight exercise that informed forthcoming public policy. We built an appropriate methodology to produce strategic recommendations within specific secrecy requirements.
Our approach was collaborative from the start. We gathered and analysed comprehensive information from both primary (interviews) and secondary (literature) sources. Then, we facilitated a joint workshop with a diverse group of stakeholders, ensuring the collection of accurate and relevant data.
We compiled the findings and recommendations and submitted the draft report to the client and relevant stakeholders for comments. After addressing all input, we provided the final consensus-based report for the client’s internal consumption. The study identified and analysed the key drivers, explored challenges and opportunities, and guided research priorities. The foresight study provided decision-making guidance and public policy recommendations mapped onto opportunities, threats, and strategies for the developed scenarios.
