Who I am.
Rayna Stamboliyska is a strategy and foresight practitioner focusing on EU cyber diplomacy and resilience including issues related to cybersecurity, strategic autonomy and data protection. A skilled researcher and communicator, Rayna has built a robust network of partners and experts that enables RS Strategy to provide you with sound advice when anticipating what tomorrow may look like.
An award-winning author for her most recent book La face cachée d’Internet (Larousse 2017), Rayna is also an IoT hacker and a staunch proponent of open source, data and science. Rayna has extensively explored the impact of data and technology in conflict and post-conflict zones in the MENA region and Eastern Europe and has experience in advocacy and community building. She has served in various executive positions and has consulted for international organisations, private companies, governments and non-profits, interfacing with public sector actors and guiding them through innovative policy-making processes.
What I do.
Energetic and passionate, Rayna has grown to become a recognised information security speaker committed to educating those outside of the industry on security threats and best practices.
Rayna is an EU Digital Ambassador for the European Commission and an adjunct lecturer at Sciences Po Paris. A professional with long-standing expertise, she is an Independent Advisor to INTERPOL’s Innovation Centre and an Independent Expert and Rapporteur to ENISA’s ad hoc workgroup on Emerging and Future Challenges. Thoughtful about building communities, Rayna is an Advisory Board member of the European inCyber Forum and a Board member of the Renaissance Numérique think tank.

As a digital transformation company, we help our clients sustainably. We create digital products that aid progress and development while recognizing adverse effects such as increased greenhouse gas emissions, resource depletion, inequality, and bias.
Since 2016, we have taken action to be a responsible technology-based company. Our commitments guide us in building our team, cultivating leaders, and making our business a force for good.
We understand that we cannot create an inclusive economic system without addressing the fundamental injustice, inequity, and violence that disproportionately impact people of colour and women. It is not enough to be quietly non-racist and non-sexist. We aim to build a community of vocal, visible, anti-racist, and feminist business leaders.
Preserving the
Environment
- We have gone to zero waste since 2016 to reduce our environmental footprint. As a remote-first company, we have significantly reduced water and energy consumption on our premises. Our e-waste is collected and recycled according to municipal guidelines whenever repairing is impossible.
- We have adopted good practices in digital sobriety linked to equipment and their use according to the recommendations of the Shift Project. Accordingly, we have increased the duration of their use to at least five years.
- Since 2016, we have also stopped air travel. We give priority to public transportation and train travel across Europe.
- RS Strategy is a signatory of the Planet Tech Care charter.
Building Social

- We work to promote diversity and inclusiveness in the tech sector, traditionally known for low diversity.
- We continuously raise awareness through training on the challenges of diversity and inclusion in the workplace and the prevention of discriminatory behaviour.
- We advise the Renaissance Numérique think tank and the inCyber Forum on development and strategic outlook (pro bono roles). Our CEO was a Board member of the European Women4Cyber Foundation for 3 years (pro bono).
- Our founder is a member of the Consultative Body Conseil européen des Parisien-nes, advising the Paris Mayor on how to build more Europe-looking policies in the City of lights.
